A new house can have an upstairs cooling problem even when the AC is new. New equipment has less wear from age. That does not mean every room is getting the cooling it needs.

Phoenix recorded 122 days at or above 100°F in 2025, including 37 days at or above 110°F. In that heat, a small airflow or attic problem can become very obvious upstairs.

Before anyone calls the AC too small, look at the pattern.

What does the upstairs cooling pattern tell you?

One room is hot and its vent feels weak. Start with that room. Its duct, vent, or airflow balance may need attention. This does not prove the whole AC is too small.

Most upstairs rooms are hot and several vents feel weak. The second floor may not be getting enough air. A technician can measure the air going upstairs and the air coming back. If the home has zones, those can be checked too. The pattern still does not name one failed part.

The vents feel normal, but the air is not very cool. Keep both the upstairs duct path and the cooling system in scope. Air can still move strongly while arriving warmer if an upstairs duct crosses a hot attic or leaks. A whole-system cooling problem can also send warmer air upstairs. This does not prove the system is low on refrigerant.

Upstairs gets much worse late in the afternoon. The roof, attic, windows, and direction the home faces may be adding more heat to those rooms. That does not make insulation the automatic answer.

If the vents upstairs are weak, start with the airflow

A powerful AC still cannot cool a room well if enough cooled air does not reach it.

Duct size, length, turns, and how the duct was installed all affect airflow. ACCA’s residential duct standard also warns about flexible duct that is too long, sagging, or squeezed. Air can then be tested and balanced so rooms receive the amount they need.

You do not need to know the math. Compare rooms instead:

  • Does one upstairs vent feel much weaker than the vent in the next room?
  • Are several upstairs vents weak while downstairs airflow feels strong?
  • Does a bedroom get worse when its door is closed?
  • Is an upstairs return grille blocked by furniture or boxes?

Do not crawl into the attic and start moving ductwork or changing dampers. A useful service visit measures airflow and checks for restrictions, leaks, return-air problems, or poor balance before blaming the size of the AC.

Could the AC actually be the wrong size?

Yes, but a hot upstairs does not prove it.

A proper load calculation estimates how much cooling the home and each room need. ACCA Manual J is the residential standard for that work. ENERGY STAR also tells homeowners that AC sizing should be based on the actual home, not a quick rule of thumb.

Bigger is not always better. ENERGY STAR warns that an oversized system can turn on and off too often and hurt comfort.

If downstairs reaches the thermostat setting while upstairs never catches up, ask two questions:

  1. How much cooling was each upstairs room supposed to receive?
  2. Is that air actually getting there?

Those answers are more useful than guessing from the tonnage printed on the outdoor unit.

Why the exact lot and floor plan can matter

Phoenix builders can have one basic home plan reviewed for use on many lots. The City still requires an individual application for each lot, including a plot plan.

That matters because the same model can face a different direction or sit on a different lot. ENERGY STAR’s new-home process also allows one plan to cover different orientations only within set design limits.

So if you hear, “This is the same AC we use in every house with this floor plan,” that is not the end of the question. Ask what your house was designed to need upstairs.

The attic can make an upstairs problem worse

The second floor sits right below the roof and attic. If the ducts run through an unconditioned attic, they also carry cool air through a very hot space.

U.S. Department of Energy guidance calls for ducts in those spaces to be sealed and insulated. A leaking supply duct can lose cooled air before it reaches a bedroom. A leaking return duct can pull hot attic air into the system.

That still does not mean “add insulation” is the automatic answer. Strong, cool airflow in a room that heats up fast points in a different direction than several upstairs vents with weak airflow.

The fix should follow the measurement.

Check the thermostat and zones you can see

Some two-story homes have one thermostat. Others have separate upstairs and downstairs thermostats or zones that send air to different parts of the house.

Start with the controls you can see:

  • Is the upstairs thermostat set to COOL and to the temperature you expect?
  • If there are two thermostats, do both readings seem believable?
  • Did the problem start after a thermostat change, service visit, or power interruption?
  • If the home has zones, does upstairs call for cooling but little air arrives?

Do not open control panels or force powered dampers. A thermostat, sensor, control wire, or zone damper can create a comfort problem that looks like a duct or equipment problem from the bedroom.

New equipment still needs a good startup check

A new outdoor unit and indoor unit do not prove the system is working the way it was designed to work.

ENERGY STAR’s new-home process covers cooling loads, equipment choice, and duct design. Its quality-installation guidance also says airflow, refrigerant charge, and duct leakage should be checked.

That gives you a useful list of questions for the builder or HVAC installer:

  • Is there a room-by-room load calculation or HVAC design report for this house?
  • What equipment was selected for that load?
  • Is there a duct plan or balancing record showing the intended airflow upstairs?
  • Was airflow measured after installation?
  • Was refrigerant charge checked at startup?
  • If the house has zones, were both zones tested?

You may not get every document, and builders may use different names for them. Use what is available to compare what was designed, what was installed, and what has been measured.

Builder first or independent AC technician?

If the home still has a builder, HVAC-work, or equipment warranty, check your closing and warranty papers before approving work that could affect coverage. Warranty terms vary, so do not assume a specific problem is covered or excluded.

Starting with the builder can make sense when the house is new and the upstairs problem has been there since move-in. Ask who installed the HVAC system and put the comfort complaint in writing.

An independent technician can help when you want a second set of measurements, the builder says the system is “normal” without showing you data, or you are outside the builder’s service process. Ask for useful findings: airflow to the problem rooms, return airflow, duct restrictions or leaks, thermostat or zone operation, and whole-system cooling performance when needed.

What should you write down before the visit?

You do not need special tools. Make a short note when the problem is easiest to notice:

  • Which upstairs rooms are uncomfortable?
  • Is downstairs comfortable at the same time?
  • Does airflow feel weak in the problem rooms or about the same as elsewhere?
  • What do the upstairs and downstairs thermostats show, if you have both?
  • Is the problem worst in the afternoon, all day, or mainly after doors are closed?
  • Has it been this way since move-in, or did it start later?
  • Has anyone already changed a thermostat, adjusted dampers, or worked on the system?

Those details give the first visit a much better starting point than “upstairs is hot.”

A new house deserves a real diagnosis too

A hot upstairs deserves more than “heat rises” and more than “buy a bigger AC.” The useful question is whether those rooms are getting the cooling they were supposed to get, and whether the home and AC system are working as designed.
